بین الاقوامی خبر رساں ایجنسی کے مطابق فرانس کے صدر ایمانیوئل میکرون نے اپنے ایرانی ہم منصب حسن روحانی کو ٹیلی فون کر کے جوہری معاہدے کی توسیع کے حوالے سے ہونے والے مذاکرات میں شامل ہونے پر زور دیا تاہم ایرانی صدر کا کہنا تھا کہ امریکی صدر ڈونلڈ ٹرمپ کے متنازعہ اقدامات کا تدارک کیئے بغیر بات چیت ممکن نہیں۔

ایرانی صدر حسن روحانی نے مزید کہا کہ جوہری معاہدہ سات عالمی طاقتوں کے ساتھ طے پایا تھا جسے اب امریکی صدر ایک پاگل پن قرار دے رہے ہیں جس سے صرف ایران ہی نہیں بلکہ خود امریکا سمیت معاہدے میں شامل دیگر ممالک پر سوال اُٹھاتے ہیں۔ ایرانی صدر نے جوہری معاہدے پر کسی قسم کے سمجھوتے سے انکار کردیا ہے۔

واضح رہے کہ امریکی صدر ڈونلڈ ٹرمپ نے ایران سے جوہری معاہدے کو پاگل پن قرار دیتے ہوئے ایران کے جوہری معاہدے میں توسیع کے لیے سخت شرائط رکھ دی ہیں اور اس کے لیے امریکا فرانس سمیت دیگر عالمی قوتوں کے ساتھ مسلسل رابطے میں ہے۔

Great Barrier Reef given £275million investment as damage spreads

Australia on Sunday pledged a major cash injection to restore and protect the Great Barrier Reef in what it said would be a game-changer for the embattled natural wonder. Prime Minister Malcolm Turnbull said more than A$500 million (£275 million) will go towards improving water quality, tackling predators, and expanding restoration efforts. The World Heritage-listed site, which attracts millions of tourists, is reeling from significant bouts of coral bleaching due to warming sea temperatures linked to climate change. The reef is also under threat from the coral-eating crown-of-thorns starfish, which has proliferated due to pollution and agricultural runoff. Mr Turnbull said it was the "largest ever single investment - to protect the reef, secure its viability and the 64,000 jobs that rely on the reef." "We want to ensure the reef's future for the benefit of all Australians, particularly those whose livelihood depends on the reef," he added. The reef is a critical national asset, contributing A$6.4 billion (£3.5 billion) a year to the Australian economy. Philippine President Rodrigo Duterte on Sunday said the temporary ban on Filipinos going to work in Kuwait is now permanent, intensifying a diplomatic standoff over the treatment of migrant workers in the Gulf nation. Mr Duterte in February imposed a prohibition on workers heading to Kuwait following the murder of a Filipina maid whose body was found stuffed in a freezer in the Gulf state. The crisis deepened after Kuwaiti authorities last week ordered Manila's envoy to leave the country over videos of Philippine embassy staff helping workers in Kuwait flee allegedly abusive employers. The two nations had been negotiating a labour deal that Philippine officials said could result in the lifting of the ban but the recent escalation in tensions has put an agreement in doubt. "The ban stays permanently. There will be no more recruitment for especially domestic helpers. No more," Mr Duterte told reporters in the southern city of Davao. There was no immediate response from Kuwait, where around 262,000 Filipinos are employed - nearly 60 percent of them as domestic workers, according to the Philippines' foreign department. Last week the Philippines apologised over the rescue videos but Kuwaiti officials announced they were expelling Manila's ambassador and recalling their own envoy from the Southeast Asian nation. Mr Duterte on Sunday described the treatment of workers in Kuwait as a "calamity". No matter how poor we are, we will survive. The economy is doing good and we are short of our workers," he said. About 10 million Filipinos work abroad, seeking high-paying jobs they are unable to find at home, and their remittances are a major pillar of the Philippine economy. The Philippine government has for decades hailed overseas workers as modern heroes but advocacy groups have highlighted the social cost of migration, tearing families apart and making Filipinos vulnerable to abuse. Mr Duterte lashed out at Kuwait in February, alleging Arab employers routinely rape Filipina workers, force them to work 21 hours a day and feed them scraps. However after the latest row, Mr Duterte used a conciliatory tone as he addressed the "diplomatic ruckus" on Saturday. "Apparently it seems as if they have anger against Filipinos ... RIP Larry Harvey: Burning Man's leading light dies at 70

Larry Harvey, the co-founder of the Burning Man festival who grew it from an event on a San Francisco beach to a desert arts festival of global significance, died Saturday. He was 70. Harvey had been hospitalized after a stroke on April 4, and had remained in critical condition. "Though we all hoped he would recover, he passed peacefully this morning at 8:24am in San Francisco, with members of his family at his side," wrote Burning Man CEO Marian Goodell in the organization's official announcement. SEE ALSO: Burning Man Isn't What You Think, and Never Has Been Harvey's story has already passed into countercultural legend. A former landscape gardener and carpenter, he and his friend Jerry James decided to burn a large wooden figure of a man on San Francisco's Baker Beach in 1986. The Burning Man event, repeated annually, began to draw exponentially increasing numbers of attendees — so many that Harvey and friends needed a new location where it could grow relatively unchecked by authorities. In 1990 they found one in the Black Rock Desert of Nevada, and the week-long extravaganza of Burning Man began. Much of the event's energy in those early years was provided by the Cacophony Society, a culture-jamming collective of California artists. But it was Harvey who became the face and the driving force behind Burning Man's expansion. After a particularly anarchic version of the festival in 1996, in which one participant ran his car over a number of people in tents, Harvey oversaw Burning Man's transformation into Black Rock City — a temporary urban environment with roads, gas lamps and an army of volunteers. Harvey was a self-educated deep thinker who would never use one word where a paragraph would do. He was often to be found delivering lectures and giving interviews, his signature cowboy hat never far from his head. But that ceaseless brain provided the philosophy and principles that made Burning Man what it is today — a year-round global network with 85 official regional events on six continents. He insisted that the event resist commercialization, so that even now, with around 70,000 regular annual attendees, the only things you can buy with actual money at Burning Man are ice and coffee. He balanced the "radical self reliance" needed to survive in the harsh desert environment with a "gift economy" culture — encouraging participants to offer goods and services freely to others in the name of community. Harvey insisted that everyone think of themselves as a participant and a provider; at Burning Man, there were to be "no spectators." Indeed, the volunteerism rate at Black Rock City — roughly 70% of attendees get involved with one of the events' many sub-organizations such as the Lamplighters or the Department of Public Works — has amazed the urban planners and city managers who made the pilgrimage. Burning Man's fame soon far outgrew the numbers who made the actual trek to Black Rock. In particular, Silicon Valley took to the event with a vengeance. Elon Musk and Jeff Bezos were regular attendees. Google founders Sergey Brin and Larry Page were not only enthusiastic Burners themselves, but chose their CEO, Eric Schmidt, because he was the only candidate who had been to Burning Man. SEE ALSO: Make Burning Man suck again! Harvey allowed and accommodated the increasing number of celebrities (such as Kanye West and Katy Perry) to attend. He weathered storms of grumbles from old-time Burners over the "turnkey" camps that accommodated the rich, pointing out that only 2 percent of attendees were members of society's wealthiest 1 percent. He soothed the event's constant conflicts with its landlords at the Bureau of Land Management, and encouraged the artists whose work has spread out from the festival, now installed in locations such as Las Vegas and the San Francisco Bay Bridge. But his mind was forever on the philosophy behind the event and the good it could do in the world at large. Burning Man was never just a party or an arts festival to Harvey; it was what anarchists call a Temporary Autonomous Zone, a space to try different ways of living, that would inspire change back in the "default world." Harvey called Burning Man a "hundred year movement," and felt that regional events known as "burns" would soon overtake the need for one central Burning Man. And still it grew. Every year Harvey designated a theme for the event — from the simple ("Floating World," a nod to the prehistoric lake bed of Black Rock) to the historical ("Da Vinci's Workshop") to the obscure ("Caravansary"). Some themes were more successful than others, but they all inspired jaw-dropping art and playfully improvised theme camps. Harvey had initially set up Burning Man as a private corporation — one that began to take in more than $10 million in annual ticket revenue. (Its expenditure often matched that, not least because the BLM kept raising its land use fees). Facing down criticism on this front, Harvey turned the organization into a nonprofit. He ceded day-to-day management to Goodell, his dear friend and colleague for 22 years, and designated himself Chief Philosophical Officer. A sign above his office door read "Larry Harvey does not exist." But he did. He most definitely did, and he changed the lives of hundreds of thousands of people who have attended the event and found it to be transformational. "Larry Harvey had an idea and because of that idea my life changed forever," wrote one attendee on Facebook who first got together with her husband at the event. "That idea brought me dozens of amazing friends from across the globe, obscene amounts of fun, broken bones, an empty wallet, dreadful over-confidence, desert survival skills (sometimes), the ability to cook dinner for 50 people in tent in a sandstorm, some beautiful corsets, a half-share in a lock-up garage in Reno, camping kit that's eternally full of gypsum, and the love of my life." Harvey is survived by a son, a brother, a nephew, and a hundred-year movement.

برطانوی وزیرداخلہ امبر رڈ نے استعفیٰ دیدیا

لندن: برطانوی وزیرداخلہ امبر رڈ نے تارکین وطن کی ملک بدری کے معاملے پر شدید تنقید کے بعد استعفیٰ دے دیا۔

برطانوی نشریاتی ادارے کے مطابق امبر رڈ نے تارکین وطن کی ملک بدری کے معاملے پر شدید تنقید کے بعد استعفیٰ دے دیا، امبر رڈ کے استعفے کی حکومت کی جانب سے تصدیق کرتے ہوئے کہا گیا ہے کہ وزیراعظم تھریسامے نے ان کا استعفیٰ بھی منظور کرلیا ہے۔

پچھلے کچھ عرصے سے تارکین وطن کے معاملے پر امبر رڈ کو سخت تنقید کا سامنا تھا اور برطانوی وزیر بھی اس معاملے پر وضاحتیں دے رہے تھے جب کہ اپوزیشن کی جانب سے بھی بار بار تارکین وطن کی ملک بدری اسکینڈل پر ان سے استعفے کا مطالبہ کیا جا رہا تھا۔

کابل میں افغان انٹیلی جنس ادارے کے ہیڈ کوارٹر کے باہر دھماکے، 25 افراد ہلاک

کابل: افغان انٹیلی جنس ادارے کے ہیڈ کوارٹر کے باہر یکے بعد دیگرے دو بم دھماکوں میں 25 افراد ہلاک جب کہ متعدد زخمی ہوگئے۔

غیر ملکی خبر رساں ادارے کے مطابق کابل کے وسطی علاقے میں افغان انٹیلی جنس ادارے کے ہیڈ کوارٹر کے باہر خودکش دھماکا ہوا جس کے نتیجے میں 4 افراد موقع پر ہی ہلاک ہوگئے، دھماکے کی اطلاع ملتے ہی ملکی اور غیر ملکی میڈیا کے نمائندوں کی بڑی تعداد پہنچ گئی، دوسرا دھماکا عین اس جگہ ہوا جہاں صحافیوں کی بڑی تعداد موجود تھی۔

افغان حکام کا کہنا ہے کہ دوسرا بم دھماکا ریموٹ کنٹرول تھا اور دھماکا خیز مواد موٹر سائیکل میں نصب تھا، ہلاک ہونے والوں میں فرانسیسی خبر ایجنسی اے ایف پی کے چیف فوٹو گرافر شاہ مرائی بھی شامل ہیں۔ دھماکوں میں اب تک 25 افراد کی ہلاکت کی تصدیق کی جاچکی ہے جب کہ درجنوں زخمی ہیں۔

دوسری جانب صوبہ ننگرہار کے ضلع بحسود میں بھی دھماکا ہوا ہے جس میں بھی متعدد افراد کے ہلاک اور زخمی ہونے کی اطلاعات ہیں۔

The Louisiana Purchase Exposition dollar was a commemorative gold coin series dated 1903. The coins were designed by Charles E. Barber, Chief Engraver of the United States Bureau of the Mint. The pieces were issued to promote the Louisiana Purchase Exposition held in 1904 in St. Louis. They were struck in two varieties at the urging of exposition authorities, including numismatic promoter Farran Zerbe: one depicted former president Thomas Jefferson, and the other, the recently assassinated president William McKinley. The price for each variety was $3, the same cost whether sold as a coin, or mounted in jewelry or on a spoon. Although not the first American commemorative coins, they were the first in gold. They were intended to help fund the Exposition, originally scheduled to open in 1903. Congress authorized the coins in 1902, but they did not sell well, and most were later melted. They regained their issue price by 1915, and are now worth between a few hundred and several thousand dollars, depending on condition.

کتنے آدمی تھے؟ جلسہ پلس کا آنکھوں دیکھا حال

پانی پت کا میدان برصغیر کی بڑی تاریخی جنگوں کی وجہ سے مشہور ہوا تو مینار پاکستان تاریخی سیاسی سرگرمیوں کی وجہ سے جانا جاتا ہے۔ 23 مارچ 1940ء کو پیش ہونے والی قرارداد پاکستان تو تاریخ میں اپنی مثال آپ ہے ہی لیکن اس کے بعد بھی اس میدان نے اہم سیاسی لمحوں کو قریب سے دیکھا ہے۔ ایک طویل جلاوطنی کے بعد 1986ء میں جب محترمہ بے نظیر بھٹو کی پاکستان واپسی ہوئی تو مینار پاکستان ہی اس فقیدالمثال استقبال کا مرکز ٹھہرا۔ اس میدان سے اٹھنے والی محترمہ کی سیاسی اڑان ایسا طوفان ثابت ہوئی کہ 1988ء کے عام انتخابات میں سرکاری مشینری اور بھرپور وسائل کے ساتھ بھی آئی جے آئی محترمہ کے سامنے ٹک نہ پائی۔

30 اکتوبر 2011ء کو عمران خان نے اسی میدان میں ایک بڑا جلسہ کیا جس نے پاکستان کی تاریخ میں پہلی بار کسی بڑی تیسری سیاسی قوت کو جنم دیا وگرنہ اس سے پہلے پاکستان میں موثر طور پر دو جماعتی نظام ہی چل رہا تھا۔ اس جلسے کے نتیجے میں تحریک انصاف 2013ء کے انتخابات میں تراسی لاکھ ووٹ حاصل کر کے مجموعی ووٹس کے لحاظ سے پاکستان کی دوسری بڑی سیاسی جماعت بننے میں کامیاب رہی۔ 23 مارچ 2012ء کو ڈاکٹر طاہر القادری نے” سیاست نہیں ریاست بچائو “کے نام سے اقبال پارک میں ایک بھرپور جلسہ کیا جس میں اسلام آباد کی طرف لانگ مارچ کا اعلان کیا گیا۔

اس لانگ مارچ کا اختتام آرٹیکل 62،63 کے موثر نفاذ کے معاہدے پر ہوا۔ اس کی زد میں آنے والی پہلی بڑی شخصیت جنرل پرویز مشرف کی تھی جنہیں 2013ء کے انتخابات میں صادق اور امین نہ قرار پانے کہ وجہ سے انتخابات میں حصہ لینے سے نااہل قرار دیا گیا۔ اس کے بعد میاں نواز شریف ، خواجہ آصف اور جہانگیر ترین بھی اسی آرٹیکل کے نفاذ کی وجہ سے نااہل قرار دئیے گئے۔ 29 اپریل 2018ء کو تحریک انصاف نے ایک بار پھر سے مینار پاکستان پر عوا م کا جم غفیر جمع کر کے وہ مومینٹم پکڑ لیا ہے جو عام انتخابات 2018ء کے لئے پی ٹی آئی کی بڑی “لہر” کو جنم دے گا۔ اگر تحریک اصاف نے آئندہ دنوں میں کوئی بڑی غلطی نہ کی تو کسی بھی جماعت کے لئے تحریک انصاف کو 2018ء کے انتخابات میں ہرانا بہت مشکل ہو گا۔

میں شام 5 بجے کے قریب گلبرگ سے مینار پاکستان کی طرف روانہ ہوا تو مال روڈ پر سینکڑوں گاڑیاں اور موٹر بائیکس مجھے ہمسفر نظر آئے۔ مال روڈ سے لے کر مینار پاکستا ن کے احاطے میں پہنچنے تک جگہ جگہ پرجوش انصافینز کا یہ نعرہ کانوں سے گونجتا رہا “دو نہیں۔ ایک”۔ تبدیلی اور نیا پاکستان کے بعد یہ نعرہ بھی انصافینز میں خاصا مقبول ہوا ہے۔ داتا دربار کے سامنے والی سڑک پر بھی تحریک انصاف کے روائتی سبز اور لال رنگ میں رنگے انصافینز کا جم غفیر تھا جس وجہ سے تمام لوگوں کو گاڑیاں وہیں پارک کرنا پڑ رہی تھیں۔ وہاں سے مینار پاکستان تک کے ایک کلو میڑ سفر کو پیدل عبور کرنا مشکل نہیں لگا اور اس کی وجہ وہاں کا پرجوش ماحول اور پارٹی ترانوں کی بھرمار تھی۔

مینار پاکستان کا احاطہ رات کے 9 بجے تک کھچا کھچ بھر چکا تھا۔ پرویز خٹک اور شیخ رشید کو سٹیج پر آنے کی دعوت ملی تو عوام نے خاص جوش کا مظاہرہ کیا۔ شاہ محمود قریشی کی تقریر کے دوران آتش بازی کا شاندار مظاہرے نے عوام کی توجہ ایسے کھینچی کہ پورے میدان میں شائد ہی کوئی شخص ہو جس نے شاہ محمود قریشی کی تقریر دھیان سے سنی ہو۔ جب عمران خان کو سٹیج پر بلایا گیا تو پورا میدان فلک بوس نعروں سے گونج اٹھا۔ یہ جوش وخروش اور عمران خان کے لئے لوگوں کی دیوانگی کا ایسا منظر تھا جو شائد پاکستان کی کوئی بھی اور سیاسی جماعت بس تصور ہی کر سکتی ہے۔عمران خان نے جب شوکت خانم کی تعمیر کے دوران رونما ہونے والے اور سیاست میں آنے کی وجہ بننے والے جذباتی واقعات سنائے تو فرط جذبات میں بہت سے لوگوں کی آنکھوں سے آنسو بہنا شروع ہو گئے۔

مگر سب سے اہم سوال یہ ہے کہ جلسہ پلس میں کتنے لوگوں نے شرکت کی؟ یعنی کتنے آدمی تھے؟ اب تک آپ لوگ پولیس اور سیکیورٹی ایجینسیز کے ایک لاکھ کے فگر کے متعلق تو پڑھ اور سن ہی چکے ہوں گے مگر میرا اندازہ اس سے مختلف ہے۔ اس حقیقت سے تو کوئی بھی شخص انکار نہیں کرتا کہ پرانے اقبال پارک کے احاطے میں ایک سے ڈیڑھ لاکھ لوگوں کی گنجائش موجودتھی۔ اب اس کے احاطے میں مزید اضافہ کر دیا گیا ہے اور محتاط سے محتاط اندازے کے مطابق بھی یہ گراونڈ اب دو لاکھ لوگوں کو با آسانی سمو سکتا ہے۔ رات 9 بجے کے قریب یہ گرائونڈ اس قدر بھر چکا تھا کہ اس میں تل دھرنے کو بھی جگہ نہیں تھی۔ یعنی کم از کم بھی دو لاکھ افراد گرائونڈ کے اندر موجود تھے۔ میں جس راستے سے جلسہ گاہ پہنچا اس پر داتا دربار کے سامنے والی سڑک سے مینار پاکستان تک بھی عوام کا جم غفیر موجود تھا۔ یہی حال مینار پاکستان کے دوسرے اطراف بھی ہو گا۔ اگر سڑک پر موجود لوگوں میں سے آدھی تعداد بھی انصافینز کی تصور کر لی جائے تو کم از کم ایک لاکھ افراد مینار پاکستان کی اطراف کی سڑکوں پر موجود تھے۔ اس لیے میرے ناقص اندازے کے مطابق آج تین لاکھ کے قریب لوگوں نے اس جلسے میں شمولیت کی ہے۔

بصارت نے منظر کی حد ماپ لی!

گذشتہ روز پاکستانیوں نے ایک سیاسی سنڈے خوب انجوائے کیا اور کچھ حضرات اس کی وجہ سے سخت ذلیل و خوار بھی ہوئے کیوں کہ ٹریفک پلان جاری کرنے کی زحمت اس چند روزہ مہمان حکومت نے ذرا نہیں کی تھی۔ پاکستان پیپلز پارٹی نے ایم۔ کیو۔ ایم کے گڑھ میں اپنی بساط کے مطابق ایک اچھا جلسہ کیا تو دوسری جانب عمران خان صاحب نے نواز لیگ کے گھر میں ڈیرا جمایا۔

اس بات میں کوئی شک نہیں کہ عمران خان ایک انفرادیت رکھتے ہیں اور لوگ انہیں سننے اور دیکھنے آتے تھے، آتے ہیں اور آتے رہیں گے۔ مجمع اکٹھا کرنا عمران خان کے لئے کوئی مسئلہ اب رہا ہی نہیں ہے۔ لیکن تحریک انصاف کو سمجھنے کی ضرورت ہے کہ سپورٹران میں اور ووٹران میں فرق ہوتا ہے۔ اقتدار تک ووٹرز پہنچاتے ہیں، سڑکوں پر البتہ سپورٹر آتے ہیں۔ ایک امر قابلِ غور ہے کہ جلسے ایک الیوژن ضرور بناتے ہیں لیکن انتخابات کی حقیقت میں ان کا کردار بہت کم ہوتا ہے۔

عمران خان جلسوں کو لئے تو عوام کو گھسیٹ کر سڑکوں پر لے آتے ہیں مگر انتخابات میں عوام کو نکالتے کامیاب ہوتے نظر نہیں آتے۔ ایک حلقے کا الیکشن جیتنے کے لئے، امیدوار کی اس حلقے میں جڑیں مضبوط ہونا اور حلقے کی عوام میں ایک امیج رکھنا ضروری ہوتا ہے۔ جماعت ایک کردار رکھتی ہے مگر امیدوار کا چناؤ سب سے اہم نقطہ ہوتا ہے۔

جب احسن اقبال جیسے منجھے ہوئے سیاستدان کے مقابلے پر ابرارالحق کو کھڑا کیا جائے گا تو یقیناً نتائج شکستِ فاش کی صورت میں نکلیں گے۔ سمجھنے کی ضرورت ہے کہ عابد شیر علی اور رانا ثناء اللّٰہ جیسے بدمعاش اور بداخلاق لوگ کیسے ووٹ حاصل کر لیتے ہیں؟ طاقت کا کہیں نہ کہیں عنصر ضرورت ہوتا ہے مگر درحقیقت ان کی جیت کی وجہ ان کا حلقے میں وہ اسٹیک ہوتا ہے جو کہ ایک ناتجربہ کار سیاستدان کا نہیں ہوتا، ووٹ کے لئے نعرے نہیں، گراؤنڈ پر کام درکار ہوتا ہے۔

الیکشن ٹویٹر، فیسبک اور جلسوں سے نہیں جیتے جاتے اس کے لئے ایک ریاضت درکار ہوتی ہے۔ جس کے لئے پانچ سال کافی معقول عرصہ تھا۔ وہ چاہتے تو اپنی پارٹی کا تنظیمی ڈھانچہ بہتر کر سکتے تھے، چاہتے تو ہر حلقے سے ایک مناسب امیدوار ڈھونڈ سکتے تھے یا بنا سکتے تھے ۔ لیکن بدقسمتی سے خان صاحب امپائر کی انگلی کی امید پر سڑکوں پر نکل آئے اور انہوں نے ایک سنہری موقعہ گنوا دیا۔

الیکشن جیتنے کے لئے الیکٹورل درکار ہوتا ہے ۔ جماعت کے پاس دو انتخاب ہوتے ہیں یا تو وہ خود کوئی الیکٹورل حلقے میں پیدا کرے یا پھر استعمال شدہ الیکٹورل کے سہارے فتح سے ہمکنار ہو۔ پی۔ ٹی۔ آئی۔ وہ امیدواران پیدا تو نہیں کر سکی لیکن پارلیمنٹ کے وہ اراکین جو کہ فصلی بٹیروں کے نام سے بھی جانے جاتے ہیں، جو دراصل چڑھتے سورج کو سلام کرنے کے عادی ہیں، ان بٹیروں کو راغب کرنے کی خاطر یہ جلسہ اسٹیج کیا گیا تھا، جس کا اعتراف جلسے سے ایک روز قبل صحافیوں سے گفتگو کرتے ہوئے عمران خان نے خود بھی کیا۔ کیونکہ عمران خان انتخابات کی شطرنج کی چالیں کچھ کچھ سمجھنے لگے ہیں۔

تحریک انصاف کی ایک خامی یہ بھی ہے کہ سستی اور کاہلی اس جماعت کی جان نہیں چھوڑتی، حرکت سے اس جماعت کی جان جاتی ہے۔ سندھ میں تحریک انصاف اگر ایک منظم اور بہتر کمپین کرتی تو یقیناً وہ سندھ میں قابلِ ذکر سیٹیں حاصل کرسکتی تھی مگر بنی گالہ سے نکلنے پر کوئی راضی ہو تو تب ہی کچھ کرے۔ پی۔ ٹی۔ آئی سندھ کے قائدین کو سوشل میڈیا کی جنگ سے فرصت ملے تو میدان میں نکل کر کچھ کام کرے۔

ایک شاندار جلسہ تو جب چاہے تحریک انصاف کوئٹہ میں بھی کر سکتی ہے مگر یہ بھی حقیقت ہے کہ بلوچستان سے پی۔ ٹی۔ آئی کی کوئی سیٹ بھی نہیں ہے۔ ایک منظم اور مؤثر جماعت بنانے کے لئے اس کے اراکین کی تربیت کی ضرورت ہوتی ہے۔ تحریک انصاف میں یہ کمی بہت شدت سے محسوس ہوتی ہے۔

ایک طرف تو لاہور کی گرمی تو دوسری جانب تحریک انصاف کے لیڈران کی صبر کا امتحان دینے والی لمبی تقاریر۔ انہیں سمجھنے کی ضرورت ہے کہ جلسے میں لوگ عمران خان کو سننے آتے ہیں نہ کہ انہیں۔ ہمارے ہاں جماعتیں ایک واحد شخصیت کی بناء پر شہرت پاتی ہیں، گو کہ ایک اچھی بات نہیں ہے لیکن ایک حقیقت ہے۔ جس کو فراموش نہیں کیا جا سکتا۔ تحریک انصاف کا کراؤڈ ان کا ساتھ بہت پہلے ہی اپنی انرجی ضائع کر دیتا اگر عمران خان کی آمد اختتام کے قریب نہ ہو۔ کیونکہ ایک آگ ہجوم میں لگی رہتی ہے کہ خان صاحب نے ابھی آنا ہے، جو کہ کارکنان کی انرجی سیو کر لیتی ہے۔ دانا کہتے ہیں، بہتر ہے کہ خاموش رہو لیکن اگر بولنا ضروری ہو۔ تو کم سے کم الفاظ لیکن مؤثر لب و لہجے میں بولو۔ لیکن خان صاحب کو کون سمجھائے؟ اپنی تقریر کے پہلے ایک گھنٹے میں انہوں نے جی بھر کر اپنے کارکنان کا امتحان لیا اور جب لوگ جانا شروع ہو گئے تو انہیں 11 نکات پیش کرنے کا خیال آیا۔ اس پر ایک لمبی بحث کی جا سکتی ہے کہ پختونخوا میں گورننس بہت اچھی ہوئی یا اچھی ہوئی لیکن اس میں کوئی شک نہیں کہ وہاں انتظامی معاملات میں بہت بہتری آئی ہے۔ پولیس ٹھیک ہوئی ہے، تعلیم کا نظام بہتر ہوا ہے اور پٹواری کی بے جا اجارہ داری ختم کر دی ہے۔ابھی بہت سے مسائل ہیں، سب سے بڑا مسئلہ تو خود پرویز خٹک ہیں اور ان کے حواریوں کی کرپشن۔ ساتھ ہی چیف جسٹس ثاقب نثار کے وہ ریمارکس جو انہوں نے پشاور میں دئیے، ان دونوں چیزوں کو کیش آؤٹ کروایا جا سکتا تھا اور بہت سیاسی فائدہ بھی حاصل کیا جا سکتا تھا مگر انہوں نے نہیں کیا۔ دراصل یہ سب چھوٹی چھوٹی غلطیاں ہی بڑے نقصان کا باعث بنتی ہیں۔

اس جلسے میں ایک اور چیز جو کہ پی۔ ٹی۔ آئی کے نظریے کے لئے غیر مناسب تھی، وہ تھی جہانگیر ترین کا اس جلسے میں اسٹیج پر موجود ہونا اور ان کا خطاب کرنا۔ کیوں کہ سوال یہ بھی جنم لیتا ہے نوازشریف کو جس عدالت نے نااہل قرار دیا، اسی عدالت نے جہانگیر خان ترین کو کاذب اور خائن بھی کہا۔ کیا یہ ان کے نظریے میں کھلا تضاد نہیں؟ نعیم بخاری نے ایک درست اور مخلصانہ مشورہ عمران خان کو دیا تھا کہ عمران خان کو فیصلے کے بعد جہانگیر ترین سے فاصلہ اختیار کر لینا چاہئے تھا، کیونکہ در حقیقت یہ ایک اخلاقی ضرورت تھی۔

ان سب غلطیوں کے باوجود تحریک انصاف کل ایک بہت تگڑا جلسہ کرنے میں کامیاب رہی، ان کے سیاسی مخالفین کی صفوں میں ایک بےقراری تو نظر آتی ہے لیکن یہ بے قراری پریشانی میں صرف اسی وقت بدلے گی جب فصلی بٹیرے پی۔ ٹی۔ آئی کا رخ کریں گے۔ رابطوں میں تیزی ضرور آئی ہے۔ لیکن ایسا ہوگا یا نہیں ، امکانات تو قوی نظر آتے ہیں مگر حتمی طور پر تاحال کچھ کہا نہیں جا سکتا۔

پنجاب حکومت پر اعتراض یہ بھی اٹھیں گے کہ جلسے کی اجازت پشتون تحفظ موومنٹ کو نہیں دی گئی تھی اور ان کے ورکرز کے اوپر ایک سخت قسم کا کریک ڈاؤن کیا گیا تھا۔ وہ جو نوازشریف صاحب اوپر سے آرڈر لینے کی بات کرتے ہیں، کہیں ان کے بھائی وہیں سے تو نہیں لے رہے؟ کل ہی کے روز سوات میں پشتون تحفظ موومنٹ نے ایک جلسہ کیا لیکن میڈیا نے اس جلسے کو مکمل طور پر بلیک آؤٹ کیا۔ البتہ کچھ چینل اس کے خلاف کمپین ضرور چلاتے رہے۔ خدشات و خطرات موجود ہیں۔ ان کو توجہ دینے کی سخت ضرورت ہے۔ ضرورت ہے کہ ان کی آواز کو سنا جائے۔ تاکہ مین سٹریم میں سب لوگ مل کر اپنا کردار ادا کر سکیں۔

بڑے جلسے، وکٹ اور انتخابات

تحریک انصاف نے ایک بار پھر لاہور میں بھرپور سیاسی قوت کا مظاہرہ کیا جس میں لاہور سمیت پورے ملک سے کارکنان کی بڑی تعداد نے شرکت کی۔ غیر جانبدارانہ ذرائع کے مطابق اس جلسے میں عوامی شرکت بھرپور تھی مگر یہ جلسہ تحریک انصاف کے اپنے 29 اکتوبر 2011 والے جلسے سے چھوٹا تھا۔

جبکہ پاکستان کی سیاسی تاریخ میں اب سے بڑے جلسوں میں 1986 میں بے نظیر بھٹو شہید کا عوامی استقبال اور 23 دسمبر 2012 کو ڈاکٹر طاہرالقادری کا ‘سیاست نہیں ریاست بچاؤ’ کے عنوان سے عظیم الشان جلسہ تھا جس میں کوئی کرسی نہیں لگی تھی اور تا حد نگاہ پاکستانی پرچم اور عوام کا جم غفیر تھا۔

بڑے جلسے کرنا عمران خان صاحب کے لیے بھی کبھی کوئی مسئلہ نہیں رہا۔ وہ آئے دن ملک کے طول و عرض میں جلسے کرتے رہتے ہیں۔

عمران خان نے اس جلسے میں اپنے 11 نکاتی ایجنڈے کا بھی اعلان کیا جو کہ درج ذیل ہیں۔

یکساں تعلیم
غریب عوام کیلئے مفت علاج
ٹیکس کا یکساں نظام اور اداروں کو مضبوط بنانا
کرپشن کا خاتمہ
سرمایہ کاری کو بڑھانا، بجلی اور گیس پر ٹیکس کم کرنا
روز گار مہیا کرنا
سیروسیاحت یہ ترجیح دینا
زراعت پہ خصوصی توجہ دینا
فیڈریشن کو مضبوط کرنا اور تمام صوبوں کو یکساں حقوق دینا، پولیس کا نظام بہتر کرنا

خان صاحب کی تقریر طویل تھی۔ اس میں شوکت خانم ہسپتال اور دوسرے معاملات کا ذکر زیادہ تھا۔ تقریر کے دوران جلسہ حاضرین تھکے تھکے نظر آئے کیونکہ انہیں آئے ہوئے بہت دیر ہو چکی تھی۔

جلسہ بھی ہوگیا، عوام کو پیغام بھی پہنچ گیا مگر وکٹ نہ ملنے کی تشنگی نمایاں تھی۔ عام دنوں میں تحریک انصاف میں ممبران شامل ہوتے رہے جبکہ اتنے بڑے جلسے کے لیے کوئی نئی وکٹ حاصل نہیں کر سکے۔ چوہدری نثار مخالف ٹیم کے نئے کپتان کے اوپننگ بیسٹمین بنے رہے۔ بہرحال ابرارالحق اور عطااللہ عیسیٰ خیلوی نے خوب رنگ جمایا اور عوام کو محظوظ کیا۔

موجودہ حکومت کے خاتمے کے ساتھ ہی نگران حکومت کا قیام عمل میں آئے گا۔ تب عمران خان کا اصل امتحان شروع ہوجائے گا۔

پچھلی بار کی طرح اب بھی خان صاحب کو یقین ہے کہ وزارتِ عظمیٰ کا تاج انکے سر ہی سجے گا اور یہ کچھ اتنا غلط بھی نہیں۔ جب صادق سنجرانی بغیر کسی جماعت کے سینٹ کے چیئرمین منتخب ہو سکتے ہیں تو عمران خان وزیراعظم کیوں نہیں بن سکتے۔ ان کے پاس تو بہت بڑی جماعت، کارکنان، وسائل اور وننگ ہارسز کا جم غفیر ہے۔ ان کے لیے تو بڑا مسئلہ یہی ہوگا کہ کسے ٹکٹ دیں اور کسے نہیں۔

نوجوانوں کو اور باصلاحیت خواتین کو انتخابات میں کتنی ترجیح دی جائے گی، اس پر کوئی تبصرہ قبل از وقت ہوگا۔ مڈل کلاس، کسانوں، مزدوروں اور اقلیتوں کے نمائندے کون ہوں گے، یہ منظر بھی دیکھنے والا ہوگا۔

آصف زرداری اور پیپلز پارٹی کی سیاست سے اختلاف کیا جا سکتا ہے مگر عام کارکن اور اقلیتوں کو ہمیشہ نمائندگی دینا پیپلز پارٹی کا طرہ امتیاز رہا ہے۔ تحریک انصاف کو اس سے سیکھنے کی ضرورت ہے کیونکہ اسکا نعرہ ہی انصاف کا ہے۔ پچھلی بار بھی ٹکٹوں کی تقسیم کو لے کر بہت سی باتیں گردش کرتی رہی ہیں۔ امید ہے کہ غیر جانبدار پارلیمانی بورڈ کا قیام ان کی پہلی ترجیح ہوگا جو شفاف طریقہ کار سے ٹکٹ دے سکے۔

متحرک کارکنان کے ساتھ گراس روٹ لیول تک رابطے اور ہم خیال جماعتوں سے اگر اتحاد ممکن نہیں تو سیٹ ایڈجسٹمنٹ ضرور کی جائے کیونکہ بہت سے حلقوں میں کانٹے دار مقابلہ ہوتا ہے اور ہار جیت کے درمیان بہت کم فاصلہ رہ جاتا ہے ۔

میڈیا مینجمینٹ اور منشور کی تشہیر بھی بہت اہم ہے۔ عام آدمی تک اپنے بیانیہ کو پہنچانا بہت اہم ہے۔

اگر نیا پاکستان بنانا ہے یا سب کے لیے ایک پاکستان کی حقیقی تشکیل دینی ہے تو چلے ہوئے کارتوسوں کے بجائے اپنے نظریاتی نوجوان پر بھروسہ کرنا ہوگا اور انہیں آگے لانا ہوگا۔

کیونکہ اصل جنگ ووٹ کی عزت یا ووٹر کی عزت کے درمیان ہے۔
